Michelle has to pay $20\$20 for the monthly fee. She also has to pay 1005 cents=500 cents=$5 100 \cdot 5 \text{ cents} = 500 \text{ cents} = \$5 for the text messages. Finally she talked for .5.5 hours, 3030 minutes, over 3030 hours.

This means she has to pay an extra 3010 cents=300 cents=$3. 30 \cdot 10 \text{ cents} = 300 \text{ cents} = \$3.

Her total cost is $20+$5+$3=$28. \$20 + \$5 + \$3 = \$28.

Thus, D is the correct answer.
